Who We Are
Liam Turnage (CEO)
Liam Turnage is the Chief Executive Officer and Founder of Foundational Audio. He is a Composer, Producer, and Musician in the Philadelphia area seeking to expand the Music Industry’s Virtual Technology and opportunities for working musicians. His interest is creating Virtual Studio Technology (VST) and sample libraries to enhance the work of composers. In college, Liam was awarded the Student Undergraduate Research Institution (SURI) grant to begin building his sample libraries and was later awarded the Student Undergraduate Research Fund (SURF) grant to expand upon his existing research. Due to the opportunities from the SURI and SURF, Liam’s research led to the development of Foundational Audio. Alongside the grants, Liam was recognized by the Cottrell Entrepreneurship Center at West Chester University of Pennsylvania for his contributions to the Music Industry. In May 2026, Liam graduated with a Bachelor of Music in Studio Composition and a Minor in Piano.
Chloe Hebert (COO)
Chloe Hébert is the Chief Operations Officer and Co-Founder of Foundational Audio. She is a Composer, Songwriter, and Musician in the Philadelphia area interested in spreading the Gospel of Jesus Christ. Chloe has contributed to Liam’s plans for Foundational Audio and supported his passion for growth in the Music Industry. She composes and writes Gospel-centered String Compositions, Orchestrations, Contemporary songs, Jazz tunes, and Creative Ambient Music. When she is not composing, Chloe is assisting Liam with managing behind the scenes work for Foundational Audio. In May 2024, Chloe graduated from West Chester University of Pennsylvania with a Bachelor of Music in Studio Composition and a Minor in Jazz Studies. Chloe is currently continuing her educational pursuits to attain a Masters in Worship Studies and Songwriting at Liberty University.
What We Create
Foundational Audio creates sample libraries built from hundreds of recordings of various instruments. These libraries are run using the sampling plugin, Decent Sampler a free to download VST to run the libraries.
